History of legislation that relates to Te Tāhū Hauora

The New Zealand Public Health and Disability Amendment Act 2010 established the Health Quality and Safety Commission (HQSC) as a crown entity.  The amendment inserted Part 4 section 59 of the New Zealand Public Health and Disability Act 2000, which detailed the objectives and functions of HQSC. 

In 2022 the New Zealand Public Health and Disability Act 2010 was repealed by the passing of the Pae Ora (Healthy Futures Act) 2022 (the Act). 

Primary legislation

The key legislation for Te Tāhū Hauora is the Pae Ora (Healthy Futures) Act 2022, which is published on the New Zealand Legislation website.  

Te Tāhū Hauora Health Quality & Safety Commission is referred to in the Act as HQSC.

Secondary legislation

Section 59 of the Act states that the HQSC must develop a code of expectations for consumer and whānau engagement in the health sector. The code of expectations is designated as secondary legislation.
